Eagle Board of Review

After the Scoutmaster receives several reference letters, the Scout is ready to request an Eagle Board of Review. There are essentially two steps. 


First, the Scout should turn into the Grand Rapids Service Center a packet the following:

  • Completed Eagle Scout Service Project Workbook with final report and all original signatures
  • Original Eagle Scout Rank Application with all signatures
  • Statement of ambitions and life purpose
  • Eagle Scout Rank Application verification form from the Grand Rapids Service Center
  • Unopened reference letters

The packet should be placed in the file folder for the Council’s Eagle Board of Review representative. The Scout should make and keep copies of everything in the packet.


Second, the Scout should email the Council’s Eagle Board of Review representative to notify them that the complete Eagle packet has been delivered. The Scout should ask to be scheduled for an Eagle Board of Review. Here is the contact information for the Eagle Board of Review representative.


Notice of the Scout’s Eagle Board of Review typically is sent to the Scout via email. So, it is important for Scouts to check their email daily after they have requested an Eagle Board of Review. Here is a document with some suggestions for how a Scout can prepare for an Eagle Board of Review. It is normal for Scouts to be nervous for an Eagle Board of Review. Your Troop will be there with you and you’ll do great!


Eagle Palms - After successfully completing an Eagle Board of Review and being validated as an Eagle Scout by the National Service Center, Eagle Scouts are entitled to receive an Eagle Palm for each additional five merit badges completed before the Eagle Board of Review beyond those badges required for Eagle.  Eagle Scouts may earn additional Eagle Palms by satisfying these requirements, which include being active for three months, earning five more merit badges, and participating in a Scoutmaster conference.
